Can Ping but can't connect

I have several sites that I can no longer get to since installing SP2. I
can still ping the sites and get good results but can't connect. They are
normal sites.. www.americanexpress.com www.scottrade.com www.wtopnews.com
... and a few others. All other sites still work normally. My other
computer on the same network router, gets to these sites with no problem
(Win2000 pro).
XP pro
Linksys Router

at the bottom of the screen, it says "connecting to www.scottrade.com...
after 15-20 seconds I get the alert.. "The operation timed out when
attempting to contact www.scottrade.com." It does exactly the same with the
other sites.

I have checked my Hosts file, turned off my firewall, cleaned my cookies,
etc. Has anyone with similar problems managed to fix it without
reformatting and reinstalling?? I know that there were several on this and
other newsgroups that had this problem but never saw a resolution. Been
working on this since SP2 came out..

Hi,
Easy steps first...
A complete shutdown for about 5 minutes- computer(s), modem, router-
everything.

Delete the Temporary Internet Files folder and the History folder. See:
http://mvps.org/winhelp2002/delcache.htm

If using Windows XP...
Open a Cmd window (or from Start> Run) enter
ipconfig /flushdns
Then restart.

If using XP SP2...
Log on as an administrator.
From Start> Run, type cmd, and then click OK.
At the command prompt, type the following, and then press ENTER:
netsh Winsock reset

If using XP (not SP2) try this winsock repair tool:
WinsockXP Fix- WinXP http://www.spychecker.com/program/winsockxpfix.html
Also, with instructions, at http://www.iup.edu/house/resnet/winfix.shtm

Try disabling any other program that might *possibly* be causing this. Look
at firewalls, ad-blockers, anti-virus, etc.

You may have a malware problem. Try CWShredder, Ad-aware, Spybot and the
other programs listed and explained at
http://mvps.org/winhelp2002/unwanted.htm Also note the security tips on that
page.

Thanks for your reply, yours is the most coprehensive email I have gotten on
this.. I have done all this to no avail. I am wondering about the sequence
of events.. Once you have typed in the URL and it goes to the site. What
exactly is it expecting from the site before it connects. IE sees the site,
then waits for some kind of reply that is not forthcoming for some reason.
I don't know if it gets the reply but doesn't recognize it or if the site
does not send it. Since I can ping the site with no problem, I am assuming
that the site has not problem. So, SP-2 blocked something. I have checked
the port (443)and it is open, at least it appears to be. If anyone out
there has overcome this problem, please let me know your solution.
