Can PDF Files be used in Front Page?

I created forms for a client in QuarkXPress and then created PDF files of the
forms. Then I emailed the PDF files to my client's webmaster. I was informed
he had not been able to upload them to the Front Page generated website. Can
PDF files be uned in Front Page? According to the webmaster, they can be but
he had not been able to figure out how. Where can I find specific
instructions on how to prepare PDF documents for use in Front Page if in fact
PDF formated files can be used?

They need to import the PDF into the FP web, and then create a link to it.

You mean the server based site, right?
By opening the remote site in FP and copying the pdf file from a file in the
hard drive based FP site.
Then creating the link and publishing the site.

With FP, copying/pasting is not exactly the same thing as Importing (drag-n-drop) when bring files
into a web.

They can import it into the local open web, and then publish or they can import it directly in the
live site/remote site, if the site has the FP extensions.

Yes. You just create *normal* hyperlinnks to the PDF files; then upload
them with Frontpage.
