Can Outlook provide an option to save when sending messages?

When I am ready to send a message I want Outlook to ask me if I want to save
the message and allow me to select yes or no. I want the option whether I am
sending a new message or replying to a message or forwarding a message. If I
respond yes the message is saved in the Sent folder and if I say no the
message is not saved.

Outlook already does something like that with the Draft folder. If
you hit Ctrl+S while writing a message in Outlook, it will
automatically save a copy of that email message in the Drafts folder.
When you're ready to send the message to the recipient, just click
send, and if Outlook is configured properly a copy of the email
message you just sent will be saved in the Sent Items folder (or
whatever it's called).

There really is no need for you to do what you outlined in your
original post, assuming you already know how to use Outlook.
