Can Outlook 03 or 07 organize Tasks by category AND priority with

Can Outlook Tasks in either 03 or 07 organize Tasks by category first AND
then by priority within each category?

If so how?

From what I can see 2003 can do EITHER over all Tasks ignoring categories
but not BOTH at the same time. That makes it useless to me for managing my
to do list and multiple projects since I can't prioritize within each
category/project.
