Can only send internal e-mail except when replying

I have Outlook 2003. Brand new PC with XP. When I send external mail, it
goes into my sent box, but the user never receives it, and I do not receive
an error message. If an external user sends me an e-mail and I reply, they
receive the message.

Generally, when a message goes into the Sent Items, the server has taken
responsibility for delivering the message to recipients.

Are you sending through an Exchange server or through a POP3/IMAP/Webmail
server?

Darn it, I was hoping it was something I could solve the problem at the
user-level. I guess I wil contact the I.S. department. Thank you!
