Can not use 'restore'

I uninstalled Norton Antivirus as it had 'encountered internal error'
andsuggested that I 'uninstall & reinstall'. I could not reinstall it from
the backup disc provided by Dell.

Since I uninstalled Norton Antivirus I can not use the BTYahoo browser and I
tried to 'restore' but nothing happened the 'restore' dialogue box does not
open. The user accounts do not show in the dialogue box when I access it from
the controle panel.
Can any one help me.I must admitt I am a novice with computers.

My computer is a Dell dimension 4600 circa 2003 with XP professional OS
 
To repair "System Restore" expand c:\windows\inf folder in windows explorer
Scroll down to sr.inf > Right click the sr.inf file and select install.
You'll need your windows xp cd and this repair will erase all prior restore
points so you won't be able to use it yet to go back to an earlier date.
You might boot into "Windows Advanced Options Menu" and use "Last Known Good
Configuration" but if you've rebooted since the problem showed I doubt this
will get results. The brower problem will probably be fixed by uninstalling
then reinstalling. I'm not certain about "user accounts not showing up" but
you could try and run "sfc / scannow" to repair any damaged system files.
It's also possible Norton uninstall removed some Registry Entries or files
other programs use and a reinstallation might restore some of this. (my
opinion... "if you can get away from Norton products do so"... Trend Micro
is a more compatible anti-virus program.)
