Can not use Group Policy Editor in my XPe image

Hi All,

I would like to use "Group Policy Editor (gpedit.msc)" in
my target device. So I add "Group Policy Core
Administration MMC Snap-In" component to my image (Of
couse I checked components dependecy by "Check Dependency
menu").
But I can not "Group Policy", The error message which
described bellow is shown.

Try to add "NLS: Time Zones" component.
