Can not send pictures from Outlook 2003

I have attached jpeg images to my email but i cannot send them. Someone has
suggested that the problem may be with 2004 Norton's firewall.
 
more possible Norton's Antivirus than the firewall.
What happens when you try and send these? Any error message?

See if disabling NAV's email integration helps.
