Ok I'm back again this is the 4th time since May, I have had this same

and I have not had any suggestion that have helped it just starts working

I run Norton's Internet Security.
The trouble seem to start when ATT took over yahoo. It went down Friday

ATT hasn't taken over Yahoo, just arranged for Yahoo to handle the email
needs of some of its users.
If you keep that Norton antivirus program installed, it will eventually
cause
problems in Windows Mail if it hasn't already. Just disabling part or all
of
it seldom helps; you usually have to uninstall it instead. You then often
need to run this cleanup program to takes care of what their rather poor
uninstall program often leaves behind:

You may even need to remove your email account under Windows Mail,
then restart Windows Mail and add the account again. This leads to
the procedure for adding the account for some parts of ATT; it isn't
clear if your part is included.

Also, it's a good idea to click on the Outbox, then either move any messages
you find there to the Drafts folder or delete them. If you find any that
refuse
to do either, download and install this hotfix, with Windows Mail not
running:

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders. If you don't know whether you have a 32-bit version
of Vista or a 64-bit version, try the hotfix for the 32-bit version first.
The Vista SP1 update includes this hotfix and more, but takes longer
to install.
If this fixes your problem, you may want a replacement antivirus
program that doesn't cause problems in Windows Mail. McAfee
and Trend are bad choices; they also cause problems in Windows
Mail. I recommend either avast! or AVG, either one with a custom
install where you tell it to leave out the parts that scan email.
