Can not send emails in Outlook 2007-Windows Vista user

I keep getting the error code "Task (e-mail address removed) send error code
OX80042109 . Outlook cannot connect to your outgoing smtp server." The other
account I use in Outlook requires "secure password authentication (SPA)" and
I think this has something to do with why I can only receive messages from
this account but not send. I have checked all my network settings and my
account is set up properly. I have spoken with eastlink at least 4 times and
they think it is a firewall issue but I don't know how to fix it if this is
the case. I have Windows Vista and I use Windows Live Onecare as my virus
protection. Can anyone help me, I am very frustrated at this point and there
is nothing on this site taht seems to be able to help me. Thank you to anyone
in advance for their assistance.
 
Thank you for the reply. I am confused as to what you mean when you tell me
to telnet the SMTP mail host. I don't know how to do this.
In any case, I am sure this is an Outlook issue because I can send emails
from windows mail with no problems and it is received with no problems. To
answer a few of your questions, thisnproblem began at least 1 month ago and
it was working fine prior to that. If I can send emails using
(e-mail address removed) through windows mail without disabling any firewalls or
changing any settings, what tests do I need to do to find out why Outlook is
not allowing me to send any emails from that account? Thank you and I look
forward to a response as you seem knowledgeable regarding Outlook issues.
