Can not pin IE7 to Start Menu

I have a Toshiba Satellite running Vista Home Premium, that I have not been
able to pin IE7 to the start menu.
I right click start->properties->start menu->customize->
"Show on Start menu"->
put check in box-> "internet link" ->in drop down box-> "Internet
Explorer"->
Ok->Ok
Everything looks ok, but when I go back to check Start menu it is not there.
This is driving me crazy, any help will be appreciated.

Make sure Internet Explorer 7 is set as the default browser. Open Internet
Options > Programs (tab) > Set Programs > select > Set Program and Access
Defaults > Custom > select Internet Explorer

IE7 is set as default browser. I went through the steps anyway, but no joy.
I am not sure if it is related, but I am un able to unlock my taskbar.
Thanks for trying.

After selecting internet link...hit OK...then Apply...then OK

Ok. I tried that, but still didn't work. It accepts my commands and
closes, but makes no changes.
