When you open the Desktop Tab in Control Panel | Display, it tries to create
a thumbnail of the desktop wallpaper that is chosen.

Have you installed a new picture for you desktop lately, or have a bad
picture being used for your wallpaper?

You can check the registry to see the path of the wallpaper you are using:

HKEY_CURRENT_USER\Control Panel\Desktop

and check to see what is set for the WallPaper value in the right panel.

Ensure the file is present and is not corrupted, and a valid file type for
wallpaper.

Yes, I used one of the picture downloaded from internet for the desktop
backgound. the problem happened right after I did that.

But after that, I changed registry, so right now I have no background at
all, but still can not access the desktop tab...

However, I can still right click any of the picture in my computer and
select the menu "apply as backgound", and it still works.
