can not open add remove programs or defragmenter,missing oleacc.dl

thank you byte for your response to question.how do i do a repair install of
xp?.your answer did not work for me.i have no cd for xp.

No CD = no repair install.. you can contact the computer vendor and ask for
one.. alternatively, look in the manual if supplied, or ask the vendor how
you re-install Windows.. remember to back up (save) important files..
