can not enable internet sharing

can some one help me please i can not enable internet
sharing as the button that allows you to enable it is no
longer there. thanks

The ICS option is found in the Properties | Advanced screen of an
Internet connection. It only appears when all of these are true:

1. There are one or more Ethernet connections for the home network
(LAN). ICS can't use a serial or parallel connection. With more than
one Ethernet connection, there will be a box asking you to specify
which one to use for the home network.

2. The Internet Connection Firewall is disabled on the home network
connection(s).

3. The Internet connection isn't bridged.

I have a similar problem. On my Win XP Pro server
(connected to a netgear wireless router), when I try to
enable ICS in the Ethernet network connection I get the
following message:

A dependency group or service failed to start

I verified that all relevant services are running in the
setup. I am really puzzled....it used to work sometime
back! Please HELP!!

I am desperate...
