can not display chinese characters

Start Icon can not display chinese character "é–‹å§‹", it showed "å£å£" instead.
Same problem also encountered in Outlook & Words, can anyone tell me how to
fix it?

In fact the subject also happened in my PC, can you tell me what mean by
"one of serveral international settings" & the meaning of read about the
difference in windows versions? As I am the PC right now can not read most of
the instruction, are there & download link for me to fix it?

I have tried to download fonts into my computer "c:\WINDOWS\Fonts, but still
not help!!!!
 
The Multilingual User Interface Pack(MUI) is only available via Volume
Licensing, and OEM's (preinstalled systems) so youe solution is probably
going to be to buy a version of Windows in Chinese.
Which version of windows setup, or which language pack you might need to
improve your customization are going to be best decided by you. Personally, I
don't even know if there IS more than one windows language version for
chinese, or more than one MUI to choose from. Hopefully, someone might join
our conversation with further help.

Thank for the information. Let me elaborate in details. I am using OEM
vision of chinese window xp for years, but i encountered the problem only a
few days ago. I have checked the regional & language setting, nothing went
wrong. Have you any suggustion to solve my problem? Once again thank for your
reply.
 
It is possible to repair fonts quite easily if you own the 'original media'
(as you do). I think your problem will only take about 10 minutes to fix.

Go to start/run, and type:

SFC /SCANNOW

This will repair any damaged system files, including your fonts. Sometimes
this repair utility will make you click 'retry' hundreds of times, but don't
give up, as long as the 'progress bar' is advancing.
