problem display file name with chinese characters

How to configure XP to display file name with Chinese characters? This
computer has no problem display file content and web page in chinese
characters.

Yes, I do want to display Chinese characters. The strange thing is that it
can displays Chinese in IE, Outlook and Word, but it can not display any
Chinese file name in Windows Explorer or chinese file name in email
attachment. A Chinese file name may show as ? or _ or a square. Do you know
what is the problem here and how to fix it?
Any help is appreciated.
