Can not delete folder

I have a folder with a copy of a DVD.
I can not delete it.
When I try, I get an error message with this code:
0x80070091
How can I delete this file.
It won't even delete after I restart, nor in safe mode.
Please help!!! Thank you!

I tried and it says there is no locking handle.
It won't delete even with the unlocker program.
I'll restart and see if something changes.

How long should changing/taking ownership take?
I did what I'm supposed to do, and it has been quite a while (half an hour)
and my computer still says it is in the process of changing/taking ownership.
How long does it normally take?
 
It should happen instantly. If you're still waiting stop the process and go
to your registry. Click File>Import and navigate to the file.

Maybe this has something to do with DRM?

Assuming you correctly imported the registry file, right click on the folder
you want to delete and choose "take ownership". Then delete the folder.
 
I think I did it correctly.
Maybe you can write EXACTLY step-by-step so I can be sure.
By the way, I've seen on the board and others throughout the net that nobody
seems to know how to reslove this specific error. :(
