Can not create network places as a limited user

I can not create a network plase as a limited user on my windows XP machine.
If I log on as an administrator I have no problem. But when I use my
limited account it just keeps asking me for my password.

You are correct, Josh.
Windows XP security schema places RESTRICTIONS upon RESTRICTED Users;
hence the phrase "RESTRICTED Users".

The answer is no. Group Policies are used to set further restrictions, and it
also requires you to make the user an administrator to set them. Once the
policies are in place it does not matter.
