can not boot to safe mode in windows xp

a friend of mine is having difficulty booting up his pc
he did a system restore and when he tries to boot up it stops on a black
screen after the windows xp pro blue bar so i told him to try to boot to safe
mode to change the restore but when he tries that it comes up with the
following
Multi(0)disk(0)disk(0)rdisk(0)partition(1)\windows\system32\drivers\classpnp.sys I might add he no longer has any of the disks that came with his system.
 
Without any disks, your friend is effectively dead in the water. He can't
reinstall, he can't do a repair install, he can't even get to the Recovery
Console. We can help if there are tools available but we are not magicians.
