can no longer drop and drag

Spontaneously and suddenly the drop and drag function I use so much is
somehow disabled. When I try to do a drop and drag, whether it be a file,
folder or desktop icon, I get that symbol of a circle with a slash across it
and nothing happens. I've tried resetting everything I can think of. Thank
you.
 
I don't have the 893086 hotfix either.
