Can MS office be tranfered to a new PC

If it was purchased with another computer, then no. If you purchased it
separately from a software vendor, probably.
 
If you mean can it simply be *copied* from one PC to another, No.

Depending on which package (Education,Standard, Professional, etc.) you can
install it on any system you wish but may be required to remove it from the
other system first. You will need the source disk to do so regardless of
which package you have.

Check your End User License Agreement (EULA) for specifics of your license.
