Can I use the clips for one of my book ?

Hi!

Do I have to pay royalties if I use the Office clips for a school manual
being

published next year ?

Read the licence. Usually the answer is 'no', but it depends on what you
mean by 'manual' ...
 
Au contraire, the answer is generally yes provided you're not selling the
art itself.

I think there's some confusion here about which answer goes with which
question. To clarify:

Can you use the clips? Yes, within the limitations stated in the license
agreement.

Do you have to pay royalties? No, the EULA doesn't say anything about
royalties; either use is allowed (royalty-free) or it's forbidden.
