Can I upload a program for users to use online on my website?

I am trying to upload a program for people to use on my website via my own
server. But, I can't find how to do it. The file is a simple application
accompanied by a text document with the instructions on how to use it.

Please please please help.
 
You import it into your web, then publish. However you host may not all .exe files to be uploaded,
so you might want to create single zip file with both the program and documentation.

maybe zip the application and the text file in a folder and just upload it.
make a link to the .zip.

to import it into your FrontPage web so you can publish it up to the server:
file/ import/ file, browse to the .zip and bring it into your local web
structure, then you can easily publish it to the web.
