Can I show all programs by default?

Can somebody tell me if there is a way to have Windows XP show all programs
in the start menu rather than just the recently used?

To turn off Personalized Menus:

1. Right-click the Start button, and then click Properties.
2. On the Start Menu tab, click Classic Start menu, and then click Customize.
3. Under Advanced Start menu options, uncheck the "Use personalized menus" check box.
