Can I setup Outlook03 (closed) to auto-check my pop email & notif.

I want to setup my Outlook 2003 to (when closed) automatically check my pop
email and alert me with a notification. I know there are 3rd party shareware
that will do this, but does Outlook have a feature like this?
 
No, how would Outlook do that when it is closed?

You can however minimize Outlook to the Notification Area
