Can I setup a persistent notification of e-mail arrival?

Problem is in Outlook 2003. I miss not having a notification I have to
dismiss (as was available in older Outlook). When working it is possible when
either engrossed in work or talking to others not to notice the popup when
e-mail arrives. This remains only up to 30 secs max. I try to remember to
check the icon in corner but then often something has been in my Inbox for
quite a while.
