I just bought a new computer with xp home preinstalled. I
upgraded the computer I am replacing with xp home several
months ago. Is the registration process of xp going to
allow me to sell my old computer with xp loaded?

I assume you have two copies. Copies that come in a box you can sell or not sell as you please. Copies that come with a computer MUST be sold with/destroyed with that computer if it is sold or stops working.

Yes you can sell it as long as you give the buyer all cd's, product keys,
and documentation for windows.

As I understand copyright law, if you sell on a computer
with XP installed, you must by law also include at the
very least the COA sticker with the installation code.

This has been true of all windows from at least windows
95, though many sellers tended to completely flout these
regulations, to the detriment of the consumer, who foots
the bill in the long term.

Provided you do not want to install something from the old computer onto
the new one (eg an Office application suite, or an upgrade of the XP
Home to XP Pro) so as to use them on the new machine, then the software
on the old one 'belongs' to it and you can sell it along with the
machine. You must transfer the disks concerned, any documents, product
key numbers used in installing and the Certificate of Authenticity. If
you do transfer something like Office and install it on the new machine,
then you must uninstall it on the old one, whether you sell it or not

Sure. You'll need a new key for your new pc tho.
