Can I see Start programs menu in 2 columns?

I ahve lots of programs in the Start -> All Programs menu.

I have to use scroll to see them all.

Is it possible to configure the popup menu so that it is in two
columns rather than with a scroll feature?

Try this:

Right click on the Start button, select Properties and then Customise. Scroll down the list and uncheck 'Use Personalised Menus' - OK your way out.

The option "Use Personalised menus" seems to be available only in the
Classic View of the All Programs menu - which I don't want.

Can I get a side by side list of the All Programs menu in the usual
XP view of the Start Menu?

That option is only available via the Classic view and AFAIK you can't you Personalised Menus with the XP view.

You need to organize your programs into folders. Access the area by
right-clicking the start button, explore all users. Under documents
and settings \ yourname (or allusers) \ start menu \ programs, you
can create folders by right-clicking a blank area and selecting new
.... folder. Then drag your program shortcuts inside.

You might want to arrange your Favorites in the same way, while you're
in the neighborhood..
