can I scale down the entire web page in FP-2003 to fit a smaller .

I am very new to web design and I created a web page with the highest
resolution on my screen. When I preview it with preview browser button - much
of the right side is cut-off. Is there a global downsize tool or an easier
way then starting from scratch.
