can I safely uninstall IIS ?

There is no web site or intranet being hosted. Can I safely uninstall it?

Yes, and you should uninstall IIS if you aren't using it, just be sure to
use Add/Remove Windows Components

I don't see why it wouldn't be safe to uninstall it using
the add/remove program in the control panel.
