Can I safely delete folders like this one - $NtUninstallKB810217$ ?

I have about a dozen folders in my "Windows" folder , with folder names like
$NtUninstallKB810217$, filled with little files that "properties" indicates
are due to Microsoft. I suspect they are part of the various updates, but
wonder if they are really needed one the update is installed.

Can I safely delete them?

AFAIR those folders contain files needed for uninstalling "hotfixes"...
Can I safely delete them?

If after "hotfix" installation everything works fine IMVHO you can
delete it.

You are correct, they are the uninstall information for MS
updates. They can be deleted, however, if an update is
giving you problems, then you will not be able to
uninstall it. I usually leave mine alone. If your system
is stable, then you can delete them. I would suggest
waiting at least 1 month after update to make sure.
