Can I restrict wireless access to one router?

Dear Gurus,
The purpose of the following relates to restricting Internet access on a
teenager's computer.
Is there a way to restrict wireless access on a laptop having XP home so that it
does not search for networks but uses tries the default? Can the setting be
password protected?
The router is a D-Link DI 624. It allows URL blocking based upon inclusive
strings, that is "thing" would block "thisthing" and thatthing". It also allows
the wireless radio to be shut down. All settings are password protected.

After reading those, I could see there was no real way but to canvas the
neighborhood. After ringing a few bells (mercifully, this is a friendly place;
Mr. Rogers probably used to live here), I wondered: Is there some way to narrow
down my search, short of wandering around with a laptop, trying to see where the
signal is strong? It turns out there is only one open connection in question,
all I gotta do is find it.
