I would like certain documents to be viewed by everyone, but I do not want
everyone or anyone to be able to print the documents. I am using word 2003

This depends on who you are trying to prevent :)

You can add a Macro to the document. If you name the document "FilePrint()"
and include just the Sub and End Sub statements, it will override Word's
Print command for that document and cause printing to do "nothing".

However, any knowledgeable user will, as Graham says, quickly figure out how
to work around it. E.g. If they paste the text into another document, or if
the use the PrntScrn key...

This is one of the thorniest problems of the Configuration Management and
Policy and Procedure industries -- how do you prevent people printing off a
copy of a procedure then never updating it?

There is no good answer. Putting the procedures on a website, and insisting
that the user logs in and enters their password each time they complete the
procedure works sort-of. You can then tell that at least they opened the
most recent version, you can't tell whether they read it :)

It's the same in the music industry where it could be argued that the stakes
are even higher. The recording companies introduce ever more complex methods
to attempt to prevent their material being copied and forget that the music
has to be listened to at which point, no matter what else you do, it is
vulnerable to copying. (It has been possible to copy music for about 100
years!). All they have succeeded in doing is destroying the sound quality of
the music that people worked so hard to achieve.
