Can I put a pop up comment field on a form in access?

I would like to put a pop up field on an Access form similar to that of Excel
to assist the person inputting the data to make the right decision of what
goes in the field. Is there such a thing? I would prefer the comment show
up when they put the cursor over the form field. Is it possible?

See the Control Tip Text property in the Properties window for the desired
control in design view of the form.
