Can I make FP2003 WYSIWYG with my Layers?

I tried setting the page view/page size to my res, at 1024x768, but
still, I try centering layers and they show up off-center when I
"Preview in Browser".

How are you trying to center layers?

Working with absolutely positioned page elements is not like working with
tables.
