Can I make changes to my site online in netscape 7.1?

If I understand you correctly yes. The browser has no effect upon opening the
live site in FrontPage and working on it.
Just open FrontPage, select File > Open Web.. and type in http://websitename.com
and enter the user name and password.

Note: if your server doesn't have FrontPage extensions you can't open it using
http:// and then it becomes difficult.

Not unless you can set FP as the external HTML editor under NS, and even then you may still have
issues since FP uses IE for connection to the Internet.

you use one or the other - you can edit your site local or online....
Netscape has its Own editor (earlier versions did, maybe not recent ones), but
nothing to do with Frontpage.
