No Marquee & Screen Tips in Netscape 7.1

When I create a Marquee and Screen Tips in my
FrontPage2003 then publish the page, these two features do
not show up in Netscape 7.1 browser. Changing settings on
the Authoring Tab in Tools > Page Options does not seem to
help. Is it normal for the Marquee and Screen Tips not to
show up in the Netscape browser?

Steve,
Thanks for reply. I used screen tips with interactive
buttons and with hot spots on a photo.
