Can I make a row "float"?

I would like to make a row float.

So if I scroll down to row 211 or whatever, I will have one row tha
will always be on top no matter how far down I scroll.

Say you want row 4 to freeze
Select row 4, then go to window and freez

Select the row below the row that you want to remain visible
Choose Window>Freeze Panes
