I have a new laptop computer. I tried to move documents and pictures, along
with programs via PC Mover. Programs transferred, but documents and pictures
did not. I bought some CDR's hoping to put those onto cd for storage and for
usi on my new computer. Do I need to format the CDR's before I try to load
data? I loaded the CD, selected files I wanted, clicked "burn CD", but it
failed. What am I doing wrong.

While this is completely off topic for this forum, your laptop will
undoubtedly have come with some CD writing software to enable your CD writer
to work - probably Nero. From this software you create a multi-session data
disc and add the files to it via that software. In the unlikely even that
your laptop was not supplied with such software, then investigate Ashampoo
Burning Studio which is both excellent and simple to use.

You do not format CDR discs. Using such software you would not format CDRW
discs either.
