Can I have a process to Upload Docs to a Live Internet Site?

I am creating a Document Based Resource Library and I would like a process
for people to be able to Upload as well as Download Documents to this.
Ideally I would like this process to have a Mandatory field of Version Number
and Date Submitted.
The end result should have the Document name being displayed within a
certain section along with a hyperlink to access the Doc.
EG. Upload File Name: Instructions.doc

File Uploaded to a Webpage and entering a value within a table called
Instructions.Doc (Hyperlink to Doc) v1.0.0.0 Date 01/01/01

Will this require a lot of programming or can FrontPage help me out with
this Task.

Any Feedback would be greatly apreciated.

You can use FP but will need to do some custom server side coding
