Can i disable the start - > Shutdown option for users ?

I have an XP system and i want to stop non Admins from
shutting the system down. Don't mind them logging off or
restarting but i want to take away their ability to click
on start - shutdown - shutdown.

Any ideas on this ?

can control this setting, and many others with this utility, on a per user
basis.
