can i covert a publisher 2003 doc to word 2003

You can't 'convert' the pub file to a doc, but you can use File>Save As and
select the Word format you want from the Save As Type: list at the bottom.

NOTE: Only the text will be included, no graphics. Most of the formatting
should be retained, but the doc will also contain a number of section breaks
and other structural differences from the pub file, itself.

Actually, it loses most of the formatting too.

My question is WHY you want to do that? I'd be willing to bet there's a
better option than that.
