Can I access Outlook from a different location via the internet?

I want to be able to access Contacts/Word and Excel files from a different
location using the internet. I have cable service. Is this possible? How?

This depends on what you define as "access". You can use Remote Desktop to
connect to the "screen" of your PC over the Internet. When you are running a
server you could also configure VPN to actually become part of your network.
Since there are lots of other options in between and since it's not Outlook
related I suggest you'll continue this in a windows or a windows server
newsgroup.
