Can Frontpage create a website similiar to hotmail or yahoo?

I would like to build a website where a visitor can create their own login
and password and have an account that they would be able to personalize and
share with others on the web. Is this possible with Frontpage 2003, and if
so, how do I get started. Thanks for the help

Not unless everyone has a copy of FrontPage.
What you really want is a Content Management System

Create the site in FrontPage and then install Content Seed on your web.
