Can control panel access be restricted to only administrator in XP Home?

Would like to remove administrative access to other users in XP Home, primarily control panel access. Can this be done in XP Home?
 
Very nice

Been playing around with it for abit and I have been able to enforce the necessary restrictions.

Applied for a licenced version though for some of the greater functions

Another question though would be how to disable the search function. Can that be done via the disallowed applications and just add in the search function executable?
