Can connect to network but cannot access "Entire Network"

I have been having problems with my computer accessing the network. I can
connect to the network through network shortcuts on my computer but as soon
as I try to access "Entire Network" it gives me a message saying: "The
network is not present or not started". When I looked in the event viewer I
found the following message:
"Your computer was not able to renew its address from the network (from the
DHCP Server) for the Network Card with network address 000CF1E327DF. The
following error occurred:
The semaphore timeout period has expired. . Your computer will continue to
try and obtain an address on its own from the network address (DHCP) server."
I really do not know what to do and it looks like the network admin also do
not know. Any help will be appreciated.

The error "The semaphore timeout period has expired." is generally a sign of LSP
/ Winsock corruption.
