Can backup wizard work without a floppy disk drive?

I ran backup wizard, backing up our laptop PC's entire hard drive onto an
external drive in the form of a single file that backup wizard created.
However, the wizard displayed an error message at the end of the procedure,
because it could not find a floppy disk to make into a system restore disk.
Well, of course it didn't find a floppy disk -- very few notebook PCs with
Windows XP on them are going to have a floppy disk, since nobody uses
floppies these days. My concern is that if I ever have to use the backup
file to restore the system, the backup wizard will not function because it
will demand a floppy that doesn't exist. What should I do? Can I save the
system restore disk onto a different drive, like the CD/RW drive in the
laptop? I looked for an option to do that but couldn't find it. (A side
question is why MS failed to update the backup utility it included in XP to
match the needs and capacities of today's PCs.)
