Someone changed my account form an administrator to a non-
administrator account. Can it be change? Is there any way
to prevent this?

yes, you can change it back under the user manager. Make
yourself a member of administrators. to prevent this, do
not allow anyone else to have access to the user manager,
see local security policies under control panel.
