Administrator User Account Security

My child has learnt that if you do CONTROL-ALT-DELETE twice you can create a
new administrator account so she can download files. Is there any way to
prevent her from doing this?

Your child has administrative privileges or he/she knows the password to
an account with administrative privileges, only administrators can
create new administrator accounts.

Change the password on your account and make sure that the built-in
"Administrator" account is password protected, this built-in
Administrator account is often left with a blank password, a security
hole the size of Texas!
