can active sync, sync with a folder that is not outlooks default?

I'd like to sync my hand pc with a thumb drive in the usb. Active sync seems
to only want to sync with outlook's default

No.

Only Third Party Tools can sync with not default folders. For a list of
solutions have a look on this website:

We tested in my company "Intellisync" and "XTNDconnectPC" with good results.
